    My friend took this pic in 1996.  He can’t remember the location.  Any ideas?

    I think the building far right is the one near cellphone street downtown.

    … Are those mountains? I only recognize the building on the right. Not sure where this was taken but I’m guessing someone here will know.

    I think the building with the pagoda is close to Jah bar.

    There aren’t any mountains like that so close to the city. It looks like Urumqi in Xinjiang Province to me, but I’m not sure.
